I attach the latest copy of the draft Report or the Advisory Committee on the University. It has not yet been fully accepted and a meeting to discuss it is to take place next week. I estimate that it may be signed and received in this Office by the end of this month. While there will probably be agreement that the support and collaboration of the Dominions in a revised University would be of great value it would I think be premature to approach them or even the Dominions Office at this stage until there has been an opportunity for the Report to be considered here and in the Foreign Office.
